There are a lot of people out there who like to write and some of them might want to publish their work. In order to get it published they send their work to a long list of literary agents - if they are lucky, his/her work gets accepted - but if they are not, they will obviously be rejected. Those rejections don't tell you what is wrong with your work, so what about a forum or a platform of sorts where writers can interact with readers, and get their work first reviewed by them, before sending it to the literary agents. That way, the writer can improve the quality of their work greatly and plus if the novel gets positive reviews from the readers that could also work in favour of the book.
