Is it possible to buy a toilet paper, print on it and roll it back or does it have to be a part of the production process?

They did this in 2009 in the UK. Printing classified ads on toilet paper. The site was called lavad.co.uk. Site seems to have been taken down.

Funny you should say this, as I see once in a while prank TP,s with dollar bill lookalikes and faces and writing on them. Why not people like Procter and Gamble print ads for the latest and greatest products on them? This was only an example company. But, regional companies can join the fray and advertise on TP, too.
