Being able to pay with cellphones with ALL providers participating, heck, you can even buy a gold ring with this service if you like. ANYTHING, from A-Z can be bought with this service, Effective WORLDWIDE. You don't have to have money IN the bank as it is charged directly to cell bill. All you do is pay the cell phone provider for everything when the bill comes for the cell. Also does currency conversions automatically.

You would be asking phone providers to provide "credit" for the consumer. It will never happen for pricey items, anything over $5

The idea to bill your shopping with your phone bill together is not very good. Most of the people hate their phone bills already and what about when you will add their shopping bills there.
The only way is mobile app connected with your credit card details, which are stored on providers secured backend systems, connected to merchants POS systems thru some API. Something like http://www.flick-pay.com/ .

The hard thing are payouts. Typically operators/carriers gives content providers a 60/40 split. In some countries it's 80/20 in the operators favor.
Besides this kind of service already exists. Boku is already mentioned. If you want to go after "high ARPU" markets you should check out Ericsson IPX and Netsize. They already provide the service your suggesting.
