International Virtual Mobile Phone Operator

We all know this from traveling. When you arrive to a different country or you buy a local SIM-card (but nobody knows your number) or use your home SIM-card (but pay tremendously high prices for roaming calls). Why not to have world-wide mobile phone operator working anywhere in the planet with more reasonable call rates. It would be a virtual phone operator (many contracts with local operators) tranfering international calls via VOIP in order to obtain better rates.

New EU regulations will open a new space for international virtual phone operators, as is speculated in media; e.g. here. http://www.lupa.cz/clanky/evropsky-roaming-2-0/

What do you think? Can a new start-up take such role or it has to be someone really big like Apple or Google?

Vopium - will NOT WORK (1)

Unfortunately, Vopium is not the right service that could solve the situation.

"If you make an international call with Vopium from a country other than your homeland, Vopium will route your call to a local access number in the country you are visiting. ecause of this, you may end up paying your mobile service provider an international roaming charge. Therefore, we recommend once again, always use Vopium from a Wi-Fi connection when out travelling to eliminate any roaming charges."

TravelSIM or similar already exist but only for voice and message. Nothing exists for data roaming, which is going to be crucial in the coming years with the volume growth of smartphones (iPhone, Android, WP7, BlackBerry...)
